About the Administration

A National Framework for Safe and Compliant Maritime Activity

Guatemala's maritime administration framework operates through the Ministry of National Defense and its specialized maritime bodies. Official functions include vessel registration and flagging, maritime inspection, implementation of applicable international maritime instruments, and the training and certification framework for seafarers.

The Directorate General of Maritime Affairs — Dirección General de Asuntos Marítimos (DIGEMAR) — carries out significant Flag State and Coastal State responsibilities and supports the implementation of international standards for maritime safety, security, efficient navigation and the prevention of pollution from ships.

Flag State Oversight

Technical safety evaluations, statutory compliance, and enforcement of IMO conventions across registered vessels.

Coastal State Authority

Navigational safety, vessel traffic oversight, and marine environmental protection across Pacific and Caribbean waters.
